why do council workers suck?

my water mains tap broke yesterday, so it was pouring out heaps of water just before the meter.

they came today to fix it, which was good.
they in and out in under 20 min, also good.
but when I went to check the job they did, I realised that they hadn't stopped the leak, only moved it my side of the meter.
so now i have to pay for the water leaking out D:
